This study is a descriptive longitudinal case study of the case of Croatia and its commitments toensure, through European agreements, the realization of Roma rights. The purpose of this paper wasto investigate whether Croatia can be regarded as fulfilling its European commitments regarding therealization of Roma human rights in areas relating to education, work, health and housing. Toachieve this purpose the following questions were answered: ”What rights do Roma have as anational minority in Croatia under European and national law? and ”What changes have occuredregarding Roma rights in Croatia since the ´National Inclusion Strategy for Roma 2013-2020´ wasadopted in 2013?”. The method used in this papper was the traditional legal method.The result of the analysis showed that Croatia, through adpoted and thus binding europeaninstruments, as well as national law, offers strong protection for national minorities, including Roma.However, the analysis also showed that Croatia does not fulfill its commitments under the europeanhuman rights law.
